"ABSTRACT
This paper discuess how a government-industry partnership can facilitate the development of a new reusable launch vehicle, provided that the governemnt is willing to phase out the Space Shuttle and ELV's once the new system is proven to be as reliable as, and much cheaper than, existing systems. This phaseout is an assumption only, and not government policy at this time.
