"This Solid Propulsion Integrity Plan (SPIP) is teh second issuance, the previous being 1987. This plan has been updated by examination of (1) the program objectives and expectations from a broad top level perspective, (2) the work, findings, accomplishments, and failures since the last issuance, and (3) ommissions, et. with the purpose of more sharply focusing the work yet to be done and how it might be implemented to best accomplish the program objectives. This document does not attempt to prioritize the work elements nor to distinguish between funded and unfunded work."
