"This case is written from the perspective of a federal field office which was upgraded to regional office status as a result of Executive Order 11647. Three dimensions present the most pressing problems for the new Regional Administrator and his staff. They are: (1) reorganizing the field office with a substantial increase in staff; (2) providing services in the complex intergovernmental structure that operational programs encounter; and (3) developing priorities to consolidate and reformulate agency goals."
